"When patient medical records are misused for coercion and manipulation of a patient’s life, it is high time to reflect on the weaknesses of the system."

A physician in Oslo has sparked significant controversy following actions involving the misuse of a medical journal to influence health authorities’ assessment of a case related to poor treatment of his patients. According to documented evidence, the doctor exploited the journal as a tool to divert attention away from the core of the case, attempting to convince authorities that the matter concerned only the deletion of incorrect information. In an unethical manner, he encouraged authorities to use this as a means of coercing patients. Previously, he demanded that patients remove this information from their medical records, in a clear attempt to manipulate processes and evade legal responsibility a strategy he appears to have pursued with notable success through deception, falsification, and unethical methods.

Furthermore, the evidence indicates that the doctor received support from certain healthcare professionals and used documents issued by them as an intimidation tool against patients, in order to shield himself from potential legal consequences. He also used these documents as leverage to coerce and control patients over many years, employing methods that can be described as unethical, including manipulation and incitement.

It has also been reported that the doctor made statements demonstrating a hostile attitude toward patients in general, including saying: “All my patients always lie to me,” and asserting that patients cannot be trusted, thereby undermining their credibility. He also expressed contempt for the patient complaints system, claiming that it does not lead to concrete outcomes, which further reinforces his sense of immunity from consequences or investigation in Oslo.

These actions highlight a clear imbalance in the power relationship between healthcare professionals and patients, undermining trust in the therapeutic relationship and calling for a thorough review of ethical guidelines and the implementation of more effective oversight mechanisms within the healthcare system.Medpoint AS, Majorstua, Oslo, Statsforvalteren i Østfold, Buskerud, Oslo og Akershus,Larsen, Christer Torgilstveit, Medpoint AS, Statsforvalteren i Østfold, Buskerud, Oslo og Akershus, Christer T. This physician took over the office of the former doctor, Stig Asplin, at Skøyen Health Center, who was regarded by patients as an “angel.” Asplin was known for upholding strong medical ethical principles, dedicating his time to protecting patients, supporting them, and assisting them whenever needed. He was fully committed to providing care with great dedication and respect.

The physician refused to assist the patient with recurring problems related to blood tests, during which the patient’s hand suffered bruising, wounds, and swelling after each procedure. When the patient asked for help, the physician responded: “There is nothing I can do.” After the patient filed a complaint, the physician allegedly chose to retaliate against the patient, given that patients’ lives are significantly affected by how their medical records are handled. The physician had previously stated that he had relationships and friends within the Norwegian Data Protection Authority (Datatilsynet), which he claimed gave him access to, or the ability to block, a patient’s medical records. According to the account, this was subsequently done.

“Due to the physician’s lack of experience and his superiors’ refusal to intervene, the physician informed the patient that there was nothing he could do.”

After the patient filed a complaint about the situation, the physician allegedly decided to take the matter personally and set out to ruin the patient’s life. Instead of handling the complaint objectively, the physician began fabricating false statements and accusations about the patient, claiming that the patient had threatened him.

The physician allegedly exploited information and data from the patient’s medical records to distort the truth and attempted to persuade officials at the County Governor’s Office (Statsforvalteren) that his actions were justified and carried out in response to alleged threats from the patient. In this way, the physician sought to evade responsibility for his unethical conduct by shifting the blame onto the patient and portraying the patient as the cause of his own actions.

He then allegedly began to defame the patient by misusing the medical record and constructing narratives that suited his own version of events. He is further alleged to have misled officials at the County Governor’s Office by asserting that the patient attempted to coerce him into deleting the medical record, despite the fact that the patient was fully aware that such deletion is not possible and has a solid understanding of health legislation.

The documents reveal a controversial shift in the position of the County Governor’s Office in Oslo, which had previously supported the patient’s case. Instead of continuing the investigation into the physician’s misconduct as had earlier been pursued by Hanne Fisknes, Connie Lien, Sara Cecilie Wilhelmsen Solheim, and Sofie Scott the documents indicate that the same authority reversed its position and began drafting reports supporting the physician, despite audio recordings that allegedly reveal deception and manipulation on the physician’s part.

This development raises serious questions about the independence of the supervisory authorities and about possible complicity that may have enabled the physician to exert pressure and coercion against the patient under institutional protection.

The Physician Deceives the County Governor in Oslo (Statsforvalteren)

The County Governor conducted an individual and one-sided investigation, choosing to cooperate exclusively with the physician in question and accepting the narrative he presented, without sufficient fairness or objectivity. Through this process, the physician allegedly succeeded in obtaining unethical documents that were irrelevant to the case and that unjustifiably insulted and accused the patient. As a result, the physician received unwarranted support and cooperation from the County Governor in Oslo.

“Through a calculated and deliberate strategy, the physician managed to obtain a supporting document from the County Governor in Oslo, which he later used as leverage when facing inquiries from the Norwegian Board of Health Supervision (Helsetilsynet), the Patient Ombudsman, the Norwegian Medical Association, and the municipality. He succeeded in using this document to gain institutional backing against the patient, thereby shielding himself from potential legal or administrative scrutiny he might otherwise have faced.”

The physician allegedly misled health authorities by claiming that the patient had threatened him and attempted to force him to delete the medical record. By making these assertions, he reportedly instilled fear among health authorities, leading them to accept the allegations without conducting a thorough and independent investigation.

In response, the patient decided to document the physician’s alleged falsehoods and manipulative behavior by recording their final conversation. During this conversation, the physician stated that he had problems with all of his patients and that they all lied to and deceived him. He also mocked the County Governor’s Office in Oslo for its handling of patient complaints. The recording reportedly revealed the physician’s low ethical standards and unprofessional conduct toward patients, thereby shedding light on the broader pattern of behavior described above.

When the patient submitted the doctor’s statements to health authorities, including the Ministry of Health and Care Services and the chief physician in Bydel Ullern, all expressed strong disapproval of the doctor’s unethical remarks. The statements revealed lies, deceit, and manipulation, leading the patient to be advised over the phone to report the matter to the police. The patient was informed that the doctor’s statements and actions constituted a criminal offense under the law and was instructed to resubmit the recordings to the County Governor in Oslo (Statsforvalteren), with the recommendation that they review the doctor’s statements regarding his patients.

Alarming Administrative Irregularities and Misuse of Patient Records

This reveals alarming details regarding administrative decisions that appear to have been influenced by personal relationships or deliberate misguidance from the physician in question.

The physician allegedly gained access to the patient’s medical record and used this information to coerce and threaten the patient.

According to the documents, the physician received improper support from a caseworker at the County Governor’s Office (Statsforvalteren), the supervisory body responsible for protecting patient rights, who provided the physician with access to documents related to the patient.

These documents, obtained with the support of the supervisory authority, were invalid and unethical. They were allegedly used to pressure the patient into silence and prevent the disclosure of information revealing the physician’s unethical behavior, defamation, and attempts to portray others as liars. The documents were allegedly leveraged to coerce the patient and enforce silence.

The documents, given under suspicious circumstances, were reportedly used to suppress facts that could expose the physician’s conduct and negative attitudes toward patients.

It is deeply concerning that these documents, provided to the physician by the County Governor, enabled threats and coercion, and that the physician even allegedly encouraged denying the patient medical care representing a serious violation of health and human rights laws.

The manner in which the physician obtained these documents, and the role of the caseworker, raises serious questions about potential abuse of power and the prioritization of personal interests over legal obligations and patients’ rights.

What occurred reflects extraordinary administrative dysfunction, where cronyism appears to have overridden principles of fairness and professional integrity, and where supervisory bodies shifted from protecting patient rights to becoming instruments of coercion and defamation.

Nevertheless, the health authorities at the County Governor’s office (Statsforvalteren) decided not to pursue the case further but promised to take the information into consideration at a later time.

After manipulating the patient’s medical records, the doctor began weaving a complex network to protect himself from the situation he had created through his actions, which were documented with his own voice and statements against his patients and the County Governor’s Office, while simultaneously mocking the complaints system.

At Skøyen Health Center, he distorted the patient’s personal and medical information and exploited his power unethically at Majorstuen Medisinske, both before and after fleeing to a hideout at the latter center. There, he attempted to defame the patient and encouraged all healthcare staff to turn against them. The staff began directing the patient to contact the County Governor’s Office, which was treated as the doctor’s authorized agent.

The doctor employed blackmail, coercion, and hidden threats by using the patient’s private life and unethical information, leveraging documents issued by the County Governor’s Office based on his lies and false claims. His goal was to prevent any records or admissions from revealing his misconduct and manipulation. This included recordings the patient had of the doctor’s statements against patients, the County Governor’s Office, and the complaints system, which the doctor had planned to exploit as part of his attempts to evade responsibility. This behavior clearly demonstrates the doctor’s ongoing efforts to cover up his inappropriate actions, statements toward patients, and professional ethical violations.

When faced with the consequences of his actions, the doctor chose to avoid responsibility and fled Skøyen Health Center rather than confronting the outcomes directly. He attempted to hide from any legal investigations that could expose his unethical behavior.

At Skøyen Health Center, Marianne Bergan Vestnes also sent an official letter to the patient, in which she explicitly expressed full support for the deceitful doctor, describing him as “highly skilled” in his work. This was done despite the documents and witness statements demonstrating the doctor’s unprofessional conduct. Such an attitude reveals clear bias and raises serious questions about the credibility of professional standards and fairness in the handling of complaints at this center.

Furthermore, Dr. Marianne Bergan Vestnes at Skøyen Health Center published a promoted article on Elle.no, portraying the deceitful doctor in a positive light, emphasizing his interest in skincare and professional reputation. After reports of incidents and negative practices related to the doctor became public, the article was immediately removed from the website.

At the same time, the other health authorities were unable to take any action against the doctor, and the case was transferred to a single agency, the County Governor’s Office (Statsforvalteren). It appears that Statsforvalteren was not provided with all necessary information and relevant details, which may have resulted in a decision being made in the doctor’s favor without thorough assessment.

After the doctor, through manipulation and deceit, managed to obtain documents from the health authorities, he began using them as leverage to blackmail the patient, targeting their private life and medical information. This action caused both concern and alarm, as the documents were clearly part of a scheme to damage the patient’s reputation and manipulate their personal and medical life, and were used as retaliatory tools after he had reported the circumstances to Statsforvalteren.

Despite deep frustration and mistrust, the patient chose to continue life after being failed by the health authorities, who opted to support a doctor involved in questionable practices that violate laws and professional ethical duties. Instead of implementing disciplinary measures, serious violations were ignored, despite evidence that the doctor lied, manipulated medical information, and defamed patients out of revenge.

The doctor continued to incite multiple authorities against the patient after causing chaos at Skui Health Center, which led several doctors to relocate on their own to other centers. Recordings show that the doctor repeatedly expressed contempt for the patients and refused to trust them, while blindly trusting the staff’s versions. Additionally, he attempted to take revenge on the patient by misusing documents from Statsforvalteren to manipulate the medical record and extort the patient.

Patients have now lost trust in the doctor, who is known for lying and forgery, and who violated the Patient Rights Act. He continues to abuse medical records and manipulate information to damage the patient’s reputation.

This is a picture of the doctor’s clinic, which he moved to from Skøyen Health Center during the period 2021–2022, a center that became a stage for controversial actions that caused harm to many patients. The doctor, known for his skill in lying and manipulating patients, abused his power illegally, exploiting patients’ personal and medical information and pressuring them through the misuse of their medical records.

After patients documented many of his controversial statements, he fled, only to return later to his current clinic. This underscores the need for caution and vigilance when handling such cases.

This case also reflects the wisdom of the saying: “When false personal and medical information falls into the wrong hands or into the hands of unscrupulous individuals, it becomes a dangerous weapon capable of destroying lives.”

In 2023, a representative from the Ministry of Health and Care Services stated in a phone call that the doctor’s actions constitute a criminal offense. At the same time, the health authorities at the County Governor’s office (Statsforvalteren) provided support to the doctor after he had misled and manipulated them.Skøyen Helsesenter

Regarding information related to his professional background, the doctor has reportedly previously stated that he has held positions as a psychiatrist, military doctor, and cosmetic practitioner. It is noteworthy that he claims to have practiced multiple specialized professions simultaneously.

However, these claims raise legitimate questions, as there is no reliable evidence supporting his statements about an interdisciplinary professional career. In the Norwegian healthcare system, both laws and professional regulations require that doctors practicing in specialized areas such as psychiatry or military medicine must have completed specialized training programs and obtained recognized qualifications and certifications from accredited educational institutions.

For example, a doctor seeking approval as a psychiatrist in Norway must complete a specialized training program in psychiatry, which includes practical training under the supervision of specialists. For military medicine, in addition to standard medical education, specific military training is required. Regarding cosmetic treatments, this requires specialized education and recognized certifications in fields such as plastic surgery or dermatological cosmetic procedures, which cannot be practiced by a general practitioner without the necessary qualifications.

In the absence of documented evidence that the doctor has completed the required training programs or possesses the necessary certifications in these specialties, legitimate questions arise regarding the credibility of his claims. His practice and conduct may indicate activities that do not align with professional requirements, further undermining trust in his statements and raising concerns about whether his activities are conducted in accordance with recognized medical standards.
